You are a GA resident as long as you can and do live there when you are not living at school.
Who claims you on their taxes? If she does and she moved out of state, it goes by that. It doesn't matter what her license says.

You are a GA resident. Ask your financial aid counselor these things. That's what they are there to do. While you are there, ask about the definition for a self supporting student. That designation may up your financial aid package.

You should be worried that you're in college and can't write or spell for crap. You mean "affect,," and you never "paid" out of state. ("I been living..." Jeez.)
Do YOU live in the state? Then you're a resident.
