Is this a good drum set? ....for a beginner..?

I'm 24..well 25 in a few days and i wanna take up my drumming again...I have a digital drum machine kit and i'm just getting used to it but the thing is i can play better on a drum set than the machine,,,It's been nearly 10yrs since i played them. ( i stopped for health reasons AND i'm fine now)...I can play 2 songs and i wanna start a band... to me i'm an ok at drumming once i get stuck in i'm on it for hours.the thing is what kind of drum set is good for?

I was thinking of a tiger 5 piece drum kit.Plus is there any type of mats to quiet the noise down since i live on the top foor of the apartment i live in....Is there any other drum sets right for me...

    if you are only looking to spend a few hundred bucks shop craigs list and ebay. I would always suggest to someone buying an old beater kit that is a name brand if they are just starting out. I don't even know what a tiger is but I'm guessing it's a step up from something you would buy at Walmart.

    I'm sure you can find a decent amount of stuff in the $250 to $500 range. Then remember, if it doesn't come with cymbals and stands you need to buy that stuff as well.
