What caused the Chicago murder rate to drop below 1958 levels for the first quarter?

Considering that the economy hasn't improved, there are still as many drug busts, and the racial makeup hasn't changed. In fact, the only major change was that Chicago had to start honoring Concealed Carry Permits, which Illinois was forced to start issuing.

    It's most likely the concealed carry thing. Only an idiot would attack a home where it's likely to have a gun.

    As it turns out, it has more to do with how they classify crimes...no longer are dead bodies reported as "homicides" until further investigations are conducted. For example, the body of a young woman was found in an abandoned building several months ago. She was tied up, naked and had apparently been strangled, but - because they couldn't specify exactly what killed her - it is classified as a "death investigation".

    It has more to do with damage control than any real drop in homicides.
