I would like to return it to California Motor Vehicle Department but I am not in California. What do you think I should do with the license plate?

If you want to return it, Just put in a nearby mailbox. Postal Service will return it to California for free.

The DMV doesn't want it. Just throw it away.
The car owner will eventually get a ticket and will have to pay for a new set of plates, with new numbers.

Just discard it in the trash. The former owner has new plates or does not need that plate anymore.

destroy it so it does not get abused. The owner will have gotten a replacement by now if it's needed.
