How powerful does a laser need to be to be a good weapon?

Update:

In watts, I mean. Like. To burn through a person, assuming minimal protection (for bonus points, how does the laser power requirements scale if the enemy starts wearing armor?)

    At a guess, I'd say >100W. (and hope the enemy hasn't got a mirror!)

    those dont excist yet

    but at least 3000 watts those are used in industrial cutting

    and a bit big to be a handheld weapon

    a 400 mw one can burn through a jewel case in 4 seconds so it will cause blisters and mild tissue damage

    if the person stands still long enough

    A very low power one can still temporarily blind your opponent. People do it with laser pointers all the time.
