It's been just over two years that the limits were changed, from what they were originally. However due abuse by to many they removed the unlimited number of answers. The first change was down to eighty a day. However recently the limits were again changed to the now one hundred sixty per day, perhaps to offset the loss of voting.
However as stated there are actually a couple of glitches, the one about reaching the daily limit, and one about having reached the daily limit to ask questions. I got the having reached the daily limit on asking questions, and I've not asked a question in a few weeks now. with your question though for the first time, I got the glitch about having reached my answer limit. When I'm somewhere between an eighth and a quarter of the one hundred sixty total, that I'm supposed to have. There are other glitches as well though, that are plaguing the site.

Under the old limit of eighty answers per day, I only hit that five times. In the past year and a half many days I was lucky to make twenty five answers on a good day.

Back in April 2012, Yahoo had to put the limitations in place because certain users in Levels 5, 6, and 7 took advantage of the unlimited answering feature to spam and post unhelpful answers. Users in those levels are have a daily limit of answering 160 questions per day since the policy came into effect.

Limits were placed in 2012 with 80 answers a day and 400 votes a day. That was a far better system than this one and resulted in more points easily (with less answers)
They were likely placed to put some restrictions on mass points as too many could do over 10000 a week prior to that (even above 20000 points a week wasn't unusual. I've seen over 40000 a week too without limits. And in one case 80000 a week)
So my guess is that to stop the point insanity limits were placed. My own record was 393 answers a day posted (when no limits existed). I still have that type of strength and that's why answering limit never felt a lot to me

I am level 5,and haven't went over the daily answering limit since i was a level 1 or 2.It is more than likely a glitch.

Just a few moments ago I was cut off after about 15 answers. And I am level 7. A few minutes later I could answer again. Now I find making comments has also bee restricted. Any ideas?

Buggy Yahoo tells me once in awhile I have reached my limit today, I just F5 and continue answering.
Also saying questions are deleted when they are not. Yahoo must be working on their system this week-end,
