Bullies are all cowards. Hitting people or saying unkind things to them is always wrong. Always.
What makes you think that just because someone has an illness (mental or physical) that they don't feel hurt, feel distress, and have the same rights as anyone else?
If you feel the need to hit someone, it means that YOU are the one who is mentally ill.
