But that boxing promotion is not just for the Chinese or Filipino or other Asian audience as it will also be beamed to the USA and other countries in the West I guess.

Matchups are not the priority for their shows in Macau. It's about the spectacle of the event and when you get a main event with Manny Pacquiao people will come. Especially in part of the world where this level of boxing pageantry is uncommon, getting to see a boxing match like they do in Vegas is a treat worth paying for.
Chinese fans will pay top dollar to witness a global attraction from any sport (they pay thousands to see kobe do drills on a halfcourt set up), when they are in the country, add to that the increasing number of Filipino laborers and front line staff working in the Macau Casino's and the enclaves close proximity to the Philippines, you have no shortage of potential ticket buyers for this fight.

That's true, the American audience is still the biggest in boxing but I feel their (Arum and co) main focus in their Macau shows is to establish themselves in the region and tap into the local demand. It hasn't been easy for them to break the Asian market without any big stars, now they have Pacquiao and Shiming and they are looking to capitalize on that. PPV numbers may suffer in the short term but they are looking towards the bigger picture here - how they accomplish that, or if they will succeed is another matter.

Arum doesn't give a sh*t if it's a mismatch galore.
People criticize Arum for such terrible undercards, and he's gone on record saying something like, "people pay for the main event, not the undercard".
He clearly does not care, and he'll do his best to scam whomever will listen into thinking this card is good or worth paying for.

Algeiri has a longer reach, much taller and younger than Pacquiao, the kid could box. Its not really a mismatch but an interesting one.

It might be a little competitive, but no one asked for this fight. I'll probably pass on the entire card because Chris don't deserve this fight.
He is just another fringe contender to make Pacquiao look good.
