...isn't the team rocket motto "e.g. "to protect the world from devastation" kind of out of character?

I mean, they (jesse and james) are meant to be the villains of the show yet they're trying to "protect the world from devastation" and "to unite all peoples within our nation" - I mean, they sound like *they're* the good guys. if there's a ying and a yang between ash and his friends, and team rocket, then ash + co definitely seem to be portrayed by this japanese cartoon, by making friends and using teamwork to save the day, as villains
