My dad won't give me my American passport?

My dad was born in America and he come to israel. After while he married my mom but could not afford for my living which at that time my mom was pregnant. My mom refused to do abortion and he divorced her. I lived with mom for 18 years and he doesn't ask about me or talk to me unless I do. My father refuses to give me my American passport because he doesn't want me to go to America. He doesn't want to help to get it. I need to proof identity paper of his birth certificate and American passport to be able get mine from him. I'm actually 18 years and two months which I can apply for one in US embassy in Israel, but I can't get it without my father begin there, and showing his information. Is there anyway I can't get it? I was born in israel and I'm not American that's why I need my dad to be able get my passport from him.
