There are many sites that allow you to download sound effects for free. Just do a net search for thunder sound effect and you'll find several sites. Here's one to get started:

Click the "play" button to preview the sound effect, then right-click the effect name and select "save link as" to download it to your hard disk.
You can get excellent eerie background music for free at:

Both sites need attribution if you use their sound, meaning you need to tell people that you got the sound tracks from them.
To put it all together I recommend the free audio tool Audacity. It's available for download from:
http://audacity.sourceforge.net/download/
There are several tutorials available online to tell you how to use Audacity to make a sound track. Simply do a net search for audacity tutorial.
