I can only answer for Arizona. The plaintiff requests the order and the Judge grants the order. (Very few are denied.) But, the order is not in effect until the defendant (respondent) has been served. Once the defendant has been served, he/she can request a hearing to have the order modified or dismissed. If the defendant does not appear for the hearing then the order remains in effect for one year. The defendent does not get a second chance for another hearing.

If the respondent does not show, then the judge will almost certainly grant the restraining order.
