Mark Hatmaker's book, "No Holds Barred: The Ultimate Guide to Conditioning" has an entire chapter on the subject.
Basically, you have to use resistance exercises. Get your body parallel and life your neck up and down, or twist from side to side. Front and back bridging can also help, although when you start off, you should probably use your hands for support.
