Imo Biggie had the best flow of all time.
Jay had a more slow and lethargic flow and
L had a decent flow but none of these rappers really conpare to Biggie in terms of flow.

Good question. They all have incredible flow, it's a hard competition. However, I don't think Jay Z started with a good flow. His first few albums aren't as good as his last few for flow IMO. Taking all of his work into account, for flow only:
