He was to an extent. He was willing to give up everything to ensure his natural rights were ensured. However, he put a stop to the Shay and Whiskey rebellions, events which also made Congress decide to revise the Constitution, making sure there was a set of rules everyone had to follow. So, President Washington was a nonconformist to corruption and unfairness, but also believed that everyone must, to some degree, follow a set of rules enforced by the government.
If you want some good ideas for nonconformists, many philosophers would be a good place to start. They questioned the laws of nature and human thinking. Perhaps Socrates, Karl Marx, or Galileo would be helpful to you.

Washington was the quintessential conformist. He studied the Classics (from which he learned military strategy, and "gravitas"); he made lists of how to behave; he cultivated the "best" of friends; he was meticulous in dress and manners; and, most importantly, he was never controversial. ... If you're looking for a good example of a non-conformist, I suggest that you research Socrates.
