In the 1980 primaries, George H. W. Bush tried to distinguish himself from Reagan with that ill-informed statement. The next eight years proved how mistaken he was, and he was smart enough to learn from the experience.

A political move to distance himself and appeal to Republicans differently. No different than Hillary's current attempts to distance herself from Obama, Even though she, like GHWB, served their respective POTUS's with no difference in ideology nor discussion.
Do recall, as I do, that GHWB said this while seeking the GOP nomination for POTUS in 1980. Yet, despite his arguing against Reagan in that run, he was chosen as VP candidate. Then went on to serve 12years as VP and POTUS. In fact, he is considered Reagan's 3rd term. In other words, While he once spoke against it. He then embraced it.
And, unlike a certain Vietnam veteran who ran for POTUS named Kerry, he did not speak against it, then speak for it --before he spoke against it again. GHWB stayed with it.
