I think these kinds of special provisions build on each other and unnecessarily complicate the tax code. Instead of trying to implement a minimum taxation rate on people with certain incomes, why not raise the top rate and look at the deductions and tax credits they use to escape so much taxation?
One thing is that capital gains tax is much less than regular income tax for the wealthy, which makes little sense. On the flip side, if a rich person donates all their money to charity, they should still benefit from generous deductions. The Buffet Rule would not take these kinds of details into account.

i agree with "take only what you will eat" to many people abuse Buffets and waste food
