I looked up a conversion from cubic inches to oz. 1in^3=0.554 oz.
So now find the volume of the cylinder which is the area of the base times the height
the radius of the base is 1/2 of 3 1/4 or 13/8
area=pi*r^2=169pi/64 in^2
the height is 19/4 in
the volume is 39.405 in^3 or 21.8 oz
a cup is 8 oz and a pint is 16 oz

Assumption is that the glass is a cylinder and the volume formula is area of the circular cross section times the height.

V = (pi)(r^2)(h)
h = 4.75in
d = 3.25in
r = d/2 = 3.25/2 = 1.625
pi ~ 3.142
V = (3.142)(2.641)(4.75) = 39.41in^3
There are 0.5541 US fluid ounces to a cubic inch:
39.41in^3(0.5541floz/in^3) = 22.8 fluid ounces to 3 significant figures

Hello : You need the following :
-----------------------------------------
V = ( pi / 4 ) ( D )^2 ( h )
V = ( pi / 4 ) ( 3.25 in )^2 ( 4.75 in ) = 39.40 in^3
V = ( 39.40 in^3 ) ( 2.54 cm / in )^3 ( 1.0 oz / 29.5735 cm^3 )
V = 21.8 oz <---------------------------
