If a town creates a bully-free zone, does that make the rest of town a bully zone?
Update:
Should not everywhere be a bully free zone? Are we not admitting defeat when we create bully free zones?
I also think of areas in London and Paris that are Police free zones because the Muslims in those areas kill police that come in to those areas. Are we not surrendering to the criminals in this?
