what's the best windows phone?

There are 3 top of the line models, which one you can use depends on your carrier. The Lumia 1520, 930, and Icon. The 1020 has the 40Mp camera, but otherwise mid-range specs. The HTC One will be at the high end too, other than the camera. The Lumia Pureview 20Mp cameras are just about as good as you will get from a cell phone, the HTC cameras are crap in comparison.

As for "look", the Nokia models all pretty much look the same, other than the 1020 and 1520/1320. Samsung's WinPhone offerings are all tall/skinny, as were the previous HTC models.

The interface is the same for all Windows Phones. You can make it look like you want, but out of the box there is no difference. Phone makers and carriers don't "skin" the interface like with an Android phone. Carriers may add apps to the phone, but that is all.

I'd suggest looking in the 9xx range if the 1520 is too big for you. The 1520 is the best Windows Phone on the market right now, and it is about time for a new flagship model on top of that.

If you need cheapest then go for NOKIA Lumia 530. A budget phone for approx. 7100 INR.

And Nokia Lumia 830.

All three are coming with good features.

nokia lumia 1520 is the best available one. If you need a smaller screen you can wait for htc one M8 for windows, its tech specs are as same as lumia but it has a smaller screen and a weaker-8 mega pixels-camera.
