NO!!!!! Take a file and clean up mushroomed threads, then chase w/ thread file or CORRECT size thread die. Key stock is cheap at any auto parts store. Do it right.

I agree with Mark. Get some small files and clean up the threads. There are files made specifically for thread cleanup. Shaft Keys are cheap at any auto parts and some hardware stores.
If you weld on the flywheel you will NOT be able to remove it again. The points and condenser can't be replaced, or timing set. If you weld it, you Will be turning the scooter into junk!

Oh no the bigger one doesn't work and you lost the keyway? Go ahead weld it, and just to be on the safe side use both the MIG and SMAW, what could possibly go wrong trying to weld an aluminum flywheel to a steel crank now that you've screwed up your crank shaft by beating on it with a hammer, I'm sure you'll do a fine job welding that puppy up.

Take a piece of mild steel a set of files and make your own key, thats not that hard !
Then quench it vring er red hot and dip in oil...
