Scottish devolution. If Scotland does become independant does that mean that Scottish people wont have to pay the TV license fee to the BBC?
Would BBC / SBC Scotland need permission from Scottish parliament to collect fee as its allowed in UK by royal charter and westminster but both of these things would be irrelevant in an idependant scotland.

That's up to the Scottish Parliament. It could decide not to have a TV licence fee, and then Scotland would have only commercial channels as the BBC would stop operating there. Obviously the Act under which the fee is collected would no longer apply in Scotland, and Scotland would have to decide that for itself.

There are two scenarios that boil down to this: Either Scotland keeps the BBC service as-is, in which case you'd still have to pay the fee; or else BBC-Scotland becomes SBC and you'd still have to pay the fee to the new service.

That would be for the Scottish Parliament to decide, they should pay a fee to use BBC programmes.

We can all watch BBC programs for free on the internet.
You only have to pay in the UK.
