Well, Tokyo is a huge, busy city with tons of people and lots going on. It also has the benefit of being fairly central to Japan, meaning that it's going to be a heck of a lot easier for you to visit other places in Japan without it becoming a huge hassle. Easy day trips from Tokyo can include places like Yokohama, Kamakura, and Nikko. If you're willing to go about 2-3 hours by shinkansen in any direction from Tokyo you can also get to places like Sendai, Kyoto, Nara, Osaka, Kobe, and Himeji, which could all be good weekend or break trips. Sapporo is pretty far removed from most of that (e.g. if you even wanted to visit Tokyo for a weekend it would be a heck of a trip) and it can get extremely cold and snowy up there in the winter. Personally, my vote would be for Tokyo just based on how convenient the location is, unless you REALLY hate cities (in which case I'm not sure that going to any of Japan's major cities would be a great idea) or REALLY love winter, nature, etc.

If you are looking for more things to do, Tokyo. It is a common misconception that Tokyo is just big buildings and neon lights. I've been to both places, and while Sapporo is a nice place, it can get boring pretty fast up there.
From Tokyo, you can take the advantage of being on the main island of Honshu and you have much easier access to other parts of Japan. Tokyo itself is beyond tall buildings and neon lights, I know this personally since I'm there. Being up in Hokkaido your options are more limited, plus if you like freezing winters as well.

I would choose Sapporo. Tokyo is really not all that exciting, if the truth be told. You'll have a better, more authentic experience in Sapporo, in my opinion.

Tokyo is not only the political and economical centre of Japan but it has also emerged as a centre of the world economy and culture so is a city worth visit; with hotelbye you will see more. There are a number of attractions in Tokyo that should not be missed. There are large-scale downtown areas, including Ginza where famous shops from around the world stand side by side, the sleepless Shinjuku that has become the "new city centre of Tokyo," Asakusa which is reminiscent of the traditional Edo (the former name of Tokyo) and Shibuya that starts the trends for the young people. Tokyo is an interesting city, a city that you will never forget once you visit it.

Both are great. With Sapporo, you'll have better access to the countryside, fresh food, skiing and snow. That could be a plus or a minus. With Tokyo, you'll have more cultural opportunities, better weather, and cheaper airfares if you want to get out of Japan during vacations.
If that doesn't help, then obviously you are stuck. Flip a coin. They are both fantastic choices, and you can't go wrong either way. (And if you flip a coin and groan at the place you "have" to go, then you know that your heart is really in the other place.)

It depends on your interests, actually.
-Tokyo is a big city mixed with tradition and modern technologies, fashion, etc. It has a warmer weather and lighter snowfall on winter. But living there is expensive.
-Sapporo also is a good city with beautiful natural scenery and huge snowfall on winter compare to Tokyo. The weather is cold from fall to spring.
But if I am you, I guess I might study in Sapporo then try to work in Tokyo. I prefer bigger cities with bigger lights when having an income. Lol.

I would highly recommend Tokyo as one who has lived in Tokyo for many years and currently living in Japan as a Permanent Resident in Tohoku. Tokyo colleges attack better instructors and offers more over all. I have been to both cities and if you search you will find Tokyo may be cheaper to live in a lot of ways.
Tokyo is the heart of Japan and everything goes through Tokyo. Beside college, just networking is Tokyo will pay off. There is a huge foreign presents in the 23 wards of Tokyo and networking there will pay off no matter if you stay in Japan or not.
