Based on technical specification alone the Samsung Chromebook is the 'best'. Although you have to consider what you would want to use them for, if you want to have a lot of pages and apps open you may want to go for the Samsung Chromebook 2 due to it having a larger amount of RAM (I don't include CPU as I doubt it will be a major factor in your decision seeing as chrome os is basically just the chrome browser, therefore you will be unlikely to perform CPU intensive tasks on a chromebook) although if you want to watch lots of movies, TV shows etc you may want to go for the HP chromebook 14 due to the larger screen size. For chromebooks being better than macs, well, its rather difficult to say; based on technical specifications alone Macs generally (this is VERY general here, you may find a chromebook which is better in tech specs than a low-end mac (e.g. macbook air), again, VERY general) are the better option although its not as simple as that, if you only plan to browse the web, watch videos and create one or two text documents the chromebook may be a better option as you could save yourself a lot of money. If you need access to applications not available through the chrome store (e.g. garage band, itunes etc), want to play AAA games (only a limited amount of AAA games available on OSX Mavericks (mac os) but there are some) or need a larger amount of backing storage (hard drive/ solid state drive capacity, again very general here again) the mac may be a better option (although I would recommend looking at a windows os (e.g. windows 8) or linux os(e.g. ubuntu) laptop as I feel that macs are generally over priced if you don't plan on doing any video editing). Thanks for taking the time to read this long answer (I went on a bit of a ramble there :/) and I hope that it helped.
