Does SiRNA must inhibit gene expression?

Does SiRNA must inhibit gene expression? Or is it possible that gene expression won't be affected after SiRNA?

    If the siRNA is working properly, then there's going to be less mRNA for the gene in question around than there should be. I can come up with scenarios in which this wouldn't affect gene expression, but as a general rule, yes, this is going to lead to less of the gene being expressed. Which is why we do it.
