Can I plug a 4 ohm speaker in to a 8 ohm output jack?

    No but you could put 2x 4 ohm speakers in series to make 8 ohm for left hand channel and same for right hand channel.

    It wont be an issue. The output is weaker than the speaker needs so it will be underpowered, but it will work fine. You will not damage your amplifier. Running an 8 ohm speaker on a 4ohm output amp will ruin your speaker and amp.

    an amplifier rated at 'whatever watts' at 8 ohms--will deliver double the watts at 4 ohms

    It will cause the amp to draw more current than it was designed to stand. There will be excess heat. Solid state devices do not get along well with heat.
