DC Universe Online Download Size?

I downloaded DC Universe online recently for my PS3. Its just 123 MB. then there was a 30 MB update and then it says it needs 27302 MB (27.302 GB). Is that a download or an install? im am limited on my internet so I need to know it.

    it's a download (actually, it's both, but it has to download the files before it can install them).

    when I first started DCUO (2011 or so), it was ~17gb. last time I installed (November last year) it was ~20gb. sounds like it's still growing ...

    Your internet is limited so you need to avoid all downloads. This one especially. Its huge.
