Why do dogs so bark so much?
like i try to avoid them and keep walking away but they keep running to me and start barking its so annoying but in nieghborhoods and even if i am at the other side of the road the dog still barks at me
makes me really angry

Some dogs are just excited. If the bark is slightly higher pitched and the dog is bouncing around and wagging its tail, it's basically just happy to see you and a little frustrated that it can't get out and meet you. If it got out, it's probably going to try and lick you to death.
If it's lower pitched, and drawn out (a little difficult to express in type but sort of 'rrrruff') then that's more likely and aggressive bark from a dog guarding its territory and protecting itself. It knows it can't get at you, but it's not sure that you won't try and get in to attack it, so it's basically trying to scare you off. If this dog got out (or you went in) it might attack, or it might cower in a corner, depending on its personality and your demeanour.
There's not much you can do. If you can think of a way to mention it to the owner then maybe they'd do something about it, but there's always the chance they'd just get angry at you, or that they'd start to use harsh punishments (like those noise activated electric shock collars) on the dog rather than taking the time to train it humanely.

Most dogs will bark, whine and howl at times - it's only natural. Dogs vocalize to communicate with humans and to express themselves. Sometimes we want our dogs to bark in order to warn us about potential danger or protect us from harm. Excessive dog barking can be considered a behavior problem. Well, your dog needs to understand when to bark and when to be quiet, and it's your job to teach this to her.

Take the time to really get to know your pet while training him and a loving relationship will easily develop.

Watch dogs takes it to heart that it's their job to bark at strangers and let their owners know of an impending intruder.

Each dog is different, it could be nervous, or just announcing its presence, or maybe saying "someone let me out from behind this gate!"
