Before the International Cricket Committee formed to approve countries that were elgible for Test Cricket What was the criteria.?

I looked up certain countries who played Internationals before Austarlia vs England first test match and before the ICC and I'd like to know why aren't they playing test matches.

1 USA vs Canada 1844

2 China vs Hong Kong 1866 interport games

3 Uruguay vs Argentina 1868.

Before the first test match was played and before the ICC came into being so technically don't they have the right to assume test credentials.

    All those countries you submit were made up of englishmen. ICC wanted countries where cricket was a poular sort. Canada and USA started baseball by then
