First, you instructor is the one that can give the best answer since he knows where you are at in the kick.
Obviously practice but not just all out kicking a bag or mitt, do it slow, focus on each part of the entire kick from start to finish. Do it slow enough so every part is as correct as possible. When you make contact don't go for power yet, just touch and retract the way you normally would. Most importantly be absolutely sure you hit the target as accurately as possible every time before you start to speed up. If you can't do it accurately slow you ever will fast. Doing it this way teaches your brain to always hold proper form and hit the target with complete accuracy. Without proper form and best possible accuracy you will never reach full power of the kick. Only start speeding up the practice Whalen you are completely accurate 15-20 times in a row, then do the same at each "speed". In the end you will have a completely accurate and proper kick which results in the most power from you. Going all out hours on end just teaches you how to do it wrong and with the most possible use of your energy which is counter to what you should be doing.

Without seeing what you're doing now, it's impossible to tell where you might be losing power to begin with.
Make sure there's a straight line between your heel and your hips. Make sure you're getting full hip extension. Make sure it's a thrusting motion, like a stomp. Make sure you snap the kick at the end. Make sure the heel of your support leg is facing the target.
This is for a "base" version of the kick; there are variations that use different mechanics.

By practicing it more often works on just about everything.
If you have a punching bag go strike that - If it's a heavy punching bag you want to try and fold it over the kick. If it's a lighter punching bag swing it and try to hit it flush while it's moving - it won't make your kick more powerful as such but being able to hit more accurately means that you'll constantly be able to hit with all the power you have at your disposal.

put one hand on the back of a chair, extend yer sidekick (good blade) and draw figure 8's in the air. will tear yer hip flexers up

Practice, proper technique more importantly. Like callsign fuzzy mentioned, see what you are doing wrong if you are doing anything wrong in the first place.
You may just simply need more practice.
