On appeal, is judicial notice of a fact considered to be new evidence?

I am appealing a descision of a municipal court descision in NJ, and the superior court will hold a new trial based on only the evidence from the lower court trial and supported by breifs.

Is judicial notice of worldly things that exhist considered to be new evidence, or not because its obvious.

For example i want to point out that private companies working in a specific trade of buisness exhist in the real world by listing examples of companies in that feild of buisness.
