Start with what you have to change, 2 cm. You're going to multiply and you want the cm to cancel leaving only meters in the final answer. You know that the scale is 1 cm = 3 m. The equals sign means that this is an equality so it can be written 1 cm/3 m or 3 m/1 cm without changing its value.

    2 cm X ?m/?cm

    2 cm X 3m/1 cm

    the cm cancel out so you end with 2 X 3 m = 6 m
