Will I still be able to get my permit at 16?

I recently got pulled over for not having my headlights on. I am 15 years old, turning 16 in a month, and I am wondering when I will be able to get my permit. I have about 20+ hours of driving experience and my licensed mother was sitting in the passenger. The cops gave us three tickets coming to a total of a 400 dollar fine and possibly suspending both of my parents licenses. I feel horrible and it kills me that I could've just waited one month for this to not be illegal. My mother allowed me to drive because of how badly I wanted to do it and now that I have to possibly wait another year or more depresses me. The officer told me to go to Penndot.com for information about when I can get my permit but I can't find anything. Somebody please help me out.

    Don't be too hard on yourself. You're not the parent. Your parents are the ones who should have had the wisdom and the gumption to say no. That was their job.

    I don't know specific Pennsylvania law, but you'll probably be able to get your permit on time. One legal website I found says, "In Pennsylvania...driving without a license carries no suspension penalty for a first offence," meaning (if I understand it correctly) you should be able to get your permit on schedule, as long as your fines are paid.

    Your mother, being in the car could get into further trouble, if your father wasn't there then it has nothing to do with him and means the police officer is trying to scare you.
