It's not about Yahoo! Answers. The question was miscategorized.
Most likely the question was brought to this category (from Baby Names, would be my guess) by a Level 7 user to be reported as a chat violation by the users of this category. (Which is a misuse of the 'move a question' privilege, by the way) And then the question probably got stuck on the Answers category list, even if it was susbsequently moved again to a more appropriate category. Happens all the time.

1. The site is messed up/glitchy today.
2. Some users don't know how to categorize their questions properly.
3. It's just as well because the "cutest name" question is a violation.
