My daughter has been bleaching her hair for a long time now. She wants to change it. Her hairdresser says it wont hold color?

Her hair needs to be re pigmented before another color will properly take. Your hair stylist is right, in her current situation her hair wont hold color, but right now you should find a different hair dresser (I recommend one that uses Redken) and ask them instead.

Dye her hair with regular hair dye. Cause the bleach damages the ends of the hair.
