Is there any legit no fee work from home websites? Any one that doesn't require you to pay for anything, even if it's given back to you?

My beloved's sister legitimately works at home- I think she's a webmaster or something. It's VERY VERY VERY hard to do, to find a legit job like that, and you'll never find it searching online. The biggest question is: are you willing to do sales work? If you are, just represent a manufacturer or two in a field of your choosing (there's mega ads all over Craigslist etc.) and that should give you the vehicle to do as much working at home as you wish. If you're not willing to sell, then you'll probably need a special connection to be able to work at home. These start with finding a job, and some jobs don't require (or even allow) you to work from their office (if they even have one.) Just my opinion, but I'd count on it. WHY do you want to work from home? That's also very very relevant.

Those work at home offers targeting the non skilled prospect are that charge some sort of admission fee are likely to be scams.
This ABC TV expose from a few years ago shows how elaborate some of these scams are.

If you have some marketable design, programming or writing-translation skills you might find short term work at one of the freelance worker marketplaces like Odesk.com, Elance.com and maybe freelancer.com with no fees.

The only ones I know of are called multi-level marketing schemes. These are generally termed to be in a constant state of failure. That is because the odds of the average worker making enough money to survive are so low. The people who make money at these jobs are ruthless and willing to harm the people the people in the organization that are below them in order to make a paycheck. Even these people generally rely heavily on sales to their relatives to make things work.

There are none! Unless you have particular skills that people are willing to pay for, then all you will find are scams. If you find anything legit, which is virtually impossible, they pay little or nothing and are not worth the time and effort. You need to find a real job!
