No, you'll only be able to download the newest OS which is 8.2.0, which is an incredible operating system, if you're worried about the camera roll, it's okay. 8.2 came out today and they brought it back, iOS 8.2 is like 7, but better. If I were you, I would just get iOS 8.

Yes you can... The only way to do it manually through itunes., Download iOS 7.0.4 firmware for iPhone, iPad and iPod devices.. I can't post the link here, before it's restricted.. You can Google it
