If this really is 'all the time', and accompanied with other symptoms like diarrhoea, vomiting, shivering/fever, then your puppy needs a vet to examine her and advise.
Puppies do need to sleep lots, but they should also have periods of lots of activity. If your pup is truly sleeping all the time, is lethargic etc. as above, then again, she needs to be seen by your vet. And today.

I have a puppy the same age and it's completely normal also if it breathes fast it's also normal. They are puppies they are going to sleep most of the time because they are growing.

Baby puppies usually do sleep a lot. If your puppy is eating, drinking, pooping, and peeing normally, moves around normally, has healthy pink gums, clear eyes, and otherwise acts normal, she's probably fine. If you see any deviation from normal in the above mentioned things or if you're still worried, have her checked by the vet. She should be seeing the vet every three weeks anyway, for her puppy shots.

Did you take it and a fresh fecal to your vet within 48 hours of getting it like you were suppose? There you may address any concerns you may have. Please schedule an appointment asap.
