How can I change my Function keys on Windows 8.1?

I want to be able to adjust volume/brightness on my keyboard without having to press the Fn key every time. I would kinda also like to free up my F5 (which currently coincides with my lower brightness.)

Windows' Keyboard Layout Creator 1.4 does not have the Fn listed. I downloaded Sharp Keys (which says it only works up to windows 7.) Although it did recognize Fn+F10 correcly as "media: lower volume", it didn't recognize F10 by itself.

    Usually there is software on the computer that is installed by the Manufacturer that handles the FN key functions. Inside that software is generally an option that can be enabled/disabled having to do with the FN key. Whether or not you have to press the FN key for the special functions or as a F1-F12 key. Also, on Dells and many others there is an option in the BIOS that specified if you have to press the FN key or not to use the special feature.
