Black Ops 2: Would other players' crappy connections affect mine?
I usually have 3-4 bars, but there are rounds where I get crazy lag and "connection interrupted" like a mofo. There are no other devices on the network, which is secured. Would other players' crappy connection cause this, and if not, what could it be?

It all depends on who is the host of the match, not the actual host though, the connection host. If they have bad internet you will lag from it. There is really no way to avoid this unless you are playing on a hosted online server.
