Faced with a silly question like that, I think I would answer something like this.
"Question unanswerable - merits of rival candidates are unknown to me."
In other words, I cannot tell you why I am the best candidate, because I don't know who else is applying and how good they are. And I am not so presumptuous as to judge myself as better than other people who I have never met.
An answer like this has two advantages. Firstly it is truer and more honest than any other answer could be. Secondly, it will stand out as something a bit different from what most of the other candidates are likely to say.
