What does a rocket booster push against in outer space to create forward movement.?

Shouldn't it need some sort of gas such as air to push against to create forward movement? Or is it that when you fire a rocket booster in space you are in essence creating space?

    The rocket. For every action there is an equal, though opposite, reaction. To make the gases go one direction, the rocket must go in the other.
