How can I remove a computer virus?

My computer has a virus that opens random Internet Explorer windows and installs false antivirus programs. It even disabled my wifi for quite a while. How can I remove this? I don't want a link to some malware-remover, either. I want to know if there is a guaranteed way to get this off of my computer (I'd even be willing to reload windows). Please! If you know of any way, please tell me!

    Run your antivirus - remove everything it recommends

    Download and install a qualify malware removal program. Run it and remove everything it recommends.

    Reboot and repeat both steps.

    Unless you identify which virus you have, you won't get better advice.

    You want unidentified malware removed, but don't want links to malware removal programs.  Given that ridiculous restriction, you can do a factory restore or hand over the computer to a genuinely good computer professional.
