Can Police Track the serial numbers exact location?
My friend had his brand new iPad Mini stolen from his front door, it never arrived although the tracking company said it was delivered. Apple said to give the serial number to the local police. Is there anyway the police can track the exact location of the device? It was unopened brand new and never had iCloud lock or anything.

No. Apple has a better chance of tracking them through the iCloud and police don't have access to that. The only way that the police will find it is if they arrest someone and they have it on them and run the serial number.
Hopefully your friend bought it through a good company that had it insured.

if you mean can they look up a serial code and find where it is, no. its not a GPS its just a series of numbers. what they can do is search the number, find who bought it, get ahold of them. and if its a phone theres a chance they can use its GPS to find it.
