If you are under 20 in Japan, someone must have your custody. If your parents are dead, you or your relatives can claim at a court to choose someone as your guardian. But without this process, you do not have any guardian and you can live alone.
In fact, if you are under 15, you are still going to a school (compulsory level). So you are most likely to be put in a sort of orphanage.

This is not so uncommon that parents send their kid to a school at a distant place (including within Japan) alone.

Fictionally, they usually get around this with a butler. For example, Hanawa-kun, the tragically hip boy in Chibi-Maruko, rarely sees his parents. His butler takes care of him and makes sure everything is OK.
There was some other drama where the young woman (she might have been over 18) is guided by her butler in life decisions. I think her parents were dead. (The butler was played by Sakurai-kun, I think -- from the music group Arashi.)
