There is an unwritten rule in the senate that 60 votes are needed to pass a bill but harry reid has sometimes not used that rule as he can do. It is up to the president of the senate if they are going to enforce that rule.

Republicans invoked Cloture on the NSA bill which mean it need 60 votes to come to the floor for a vote.

because it needs a particular majoritty vote, for example in the last election, Conservative needed a certain % of votes to get into power over Labour so this may have needed a 65% majority vote or something.

And if you call a jobs bill something that creates employment for two years, and then everybody loses their jobs because it only takes 50 people to run the pipeline, well then...

The only way it could is if there was a filibuster. You need 60 votes to force cloture.
