    Do something that is of great contribution, or do something is of great importance.

    This is typically referred that you set your mind to have positive impact to the society, and not just pursue a high position at the government; nor be rich and famous without doing good to others.

    With full context: 做大事, 不要做大官. Do something that is of great importance; and don't just set your goal to be a big shot government official.
