He always connect to my home WiFi,is there any way to put him,also release him from blacklist quickly?

If you create a wireless network with My WIFI Router software. Just open the interface and you will see how many devices are connecting. Just move your neighbor to blacklist, then he can't connect to your WiFi unless you release him. Free download address,http://www.mywifirouter.me/download/

What's your router model? Usually you would look up the manufacturer's directions on how to access your router.
Then you would go into settings to setup a password for your WiFi. Once you've made your ps then your neighbor is locked out.
Example: My router is the linksys wrt54g. I would just google "how to access linksys wrt54g" and I would go to this link: http://www.columbia.edu/acis/networks/aptnet/links... to see how I would access it.
You can take a look around the settings to look for blacklist too if you want to take the extra step. It should be there from what I'd imagine.

Change the encryption key. While you are letting someone outside of your household use your wifi your ISP would consider you complicit in theft of service as it robs them of a possible sybscription.

why would you ever want to "release him" ? are you toying with him? did you get him the wifi password and want to control his access?
so, I would say.. just change your password... and use wpa2
