Can hair simply stop growing if it had usually been cut for a long while?

I'm a 21 year old girl who used to shave down there all the time, but since I'm really lazy, I forgot and stopped about seven/eight months ago. Since then, the hair has grown back, kinda. It's stayed a constant 3/4ths of an inch and doesn't get any longer.

Don't get me wrong, I'm not complaining. I'm just wondering it's doing that.

    That is completely normal. Just think about a guys legs, most men don't shave and that hair stays at a constant length as well.
