Once my brother connect to home wireless network, my device becomes very slow to connected. If I limit his devices, will mine be faster?

Yes. You can set up QoS (quality of service) rules on your wireless router to prioritize network traffic. Throttle your brother's MAC address and give yours the highest priority. This only works if you have a decent bandwidth plan from your ISP.
